Meeting Minutes – Nov. 11, 2021

Members present:  Pat Ricketts, Carole McGlynn, Judy Robertson, Shawn Hotchkiss, Brad Wilber, Rebecca Rowley, Rod Bennett

Others present:  Roxanne Baker, Marriah Propert

Pat moved to accept the prior minutes.  Judy seconded.  Motion carried.

Carole moved to accept the financial documents of the month.  Shawn seconded.  Motion carried.

The fall book sale brought in over $1,100.  Because some valuable puppets were apparently sold during the rummage sale—or otherwise are unaccounted for—we are going to be using $600-700 in memorial funds to replace them.

A / C unit covers have also gone missing from the storage shed, but professionals have recommended that we replace them with plywood enclosures instead.

Southern Tier Health Care, or Southern Tier Rural Health Network, will award us $10,000 to allow our community room to be used as a discreet telehealth conference space.  We will continue to discuss the logistics of offering this to people, including the fact that to be fully HIPAA-compliant the Wi Fi would need to be separate / dedicated.

The next art display in the McGlynn Community Room will be Alfred student drawings for the Fillmore revitalization project, whose meetings have seen good attendance.

Brad moved to adopt the following resolution to allow a tax cap override in our funding requests.  Rebecca seconded.  Motion carried.

Whereas, the adoption of this 2022 budget for the Wide Awake Club Library requires a tax
levy increase that exceeds the tax cap imposed by state law as outlined in General
Municipal Law Section 3-c adopted in 2011; and
Whereas, General Municipal Law Section 3-c expressly permits the library board to
override the tax levy limit by a resolution approved by a vote of sixty percent of
qualified board members; now therefore be it
Resolved, that the Board of Trustees of the Wide Awake Club Library voted and approved to
exceed the tax levy limit for 2022 by at least the sixty percent of the board of
trustees as required by state law on Nov. 11, 2021.

Judy moved to approve individual pay raises discussed in executive session.  Rebecca seconded.  Motion carried.

Rebecca moved to approve the entire 2022 budget.  (This includes a request for a tax increase of $4,478, bringing the total budget to $86,000).  Judy seconded.  Motion carried.
